Facilities that store oil or fuel above federal thresholds need an SPCC plan under EPA 40 CFR 112. I determine whether the rule applies to you and prepare a plan that stands up to inspection.

Tier I self-certification & Utah APST compliance

Many small facilities — farms, shops, and fleet yards under 10,000 gallons with a clean spill history — qualify as a Tier I Qualified Facility and can self-certify using a simplified EPA template, with no PE stamp required. Most owners don't know how to fill it out correctly or compute containment volumes. I handle that work and hand you an audit-ready plan. If you're a shop or fleet yard with tanks over 500 gallons, I also review for Utah APST compliance — a separate state-level requirement that applies whether or not federal SPCC does.
